When did the world change from b/w to colour?

I mean, in the old films, it's plain clear that the world was b/w then.

But: in some places it seemed to either change to colour earlier than in other places, or it did temporarily change to colour, only to be back in good old b/w again, shortly after.

Can anyone explain this to me?
