Agreed about "Hey Jude", "Ghosts"...

I'll go for Dudu Pukwana's "MRA" (of all time? Maybe not, but it sounds anthemic enough).

On "Won't Get Fooled Again"--ambivalent feelings for many, apparently. I wouldn't call it the most unlikely anthem of all time, but it's certainly left the bar in the dust in the way of transcending composer intent. I think there's a large enough camp that deals with that one as part of the liberal zeitgeist and, well, the people make the anthem, right?

A little further on, I'd say that essentially everything he played with his horns-and-strings ensembles was pretty anthemic. "Truth Is Marching In" is like the soundtrack to the revolution.

Can - "Mother Sky" (or Swell Maps' "Full Moon in my Pocket")

Both fine '70s psychedelic minimalist anthems... and I can't get the basslines out of my head.

Edit to clarify that the Swell Maps' version is a punk homage to the Can tune.

This thread has made me realize: Most "anthem" songs really, really suck.

I was thinkin' the same thing.

It might be in part because so many of these songs got played to death, over and over and over again. And then played some more and then put on anthologies of songs that were played too much.

How about your favorite "would be" anthem? That is, an anthemic song that never became even a small hit. My vote: "It Must Be Summer" by Fountains of Wayne, from the Utopia Parkway album.
