I’ve listened to this one before. I think it is Colombian? Impressively self sabotaging cover art.

Orchestra Colon " Pa' Lante" (Rico Records) 1972 .... feat. the great voice of Eddie Marrero .... his second and last release recorded at the begin of the "golden decade" for Salsa .... found and lost somehow .... btw even the adventurous arrangements didn`t help Orchestra Colon to have further releases ....

Something about how the horn section and the rhythm work together really reminds me of roots reggae.

Fair point, the syncopated rhythms and blaring horns add to this immpressions ....
