I have not seen an official obituary -- hence I didn't add RIP to the thread title -- but a number of friends and colleagues have been posting the news on Twitter, among them Christian McBride. Quote

Penland was a long-time fixture in the Los Angeles jazz scene as a musician, clinician and educator, and was on the staff of Pasadena City College. Penland's performance credits included Herbie Hancock, Carlos Santana, Frank Sinatra, Nancy Wilson, Freddie Hubbard, Hubert Laws, George Benson, Stan Getz, Kenny Burrell, Toots Thielemans, and many, many others.
