That's an upgrade, and its welcome news. In some European languages the equivalent of "downgraded" is used to indicate an improvement in one's condition from "critical" to "stable". It can be compared with a downgrade from "high alert" to "medium alert" Quote

He is being transferred today to an hospital in the larger city of Marseille where he is to stay for the next few days. Quote
