Even though the CFL schedule starts earlier than the NFL's, the league schedules its draft the week following the NFL's because they want to see who the NFL drafts. They don't want to waste a high pick on someone who will sign with the NFL. You will recall that they signed him late last year as insurance, and then cut him when the season was over.
