If I were Pacman, I'd decide not to meet the Commissioner next time he invites me for lunch! He must feel as if he were manipulated. The guy invites him over to discuss the issues and get a feel for where he's at then slams him. Pacman comes out of the meeting and says it went well.

On balance, I think I support the issue. Still, I don't think it was cool the way it was done. Maybe The Commish had to meet Pacman first in order to forestall likely protests or appeals from the Players Commission.
