Based on this, 101 or 032 almost has to be the letter E if this is a cipher. Unfortunately the sample size isn't very big, so normal frequency distribution (most common letters are E,T,R,O, and so forth) probably won't apply.

Hm, this is getting problematic. 013 is ASCII is a carriage return, 010 is a "line feed" command. Right now I've translated the first line as "ON THA ZUIDARZ."
