I had it when t first came out and found it very disappointing. Didn't keep it too long. Yes, first listen through I wasn't that over-impressed. It improves on subsequent listenings though - and anything with Cedar listed on it is worth hearing. By 70s jazz-funk standards this is actually a pretty good album ! The 'Eastern Rebellion' albums are better though. I think Cedar and his record company must have been trying to get US FM airplay.
